Queen Louise Home

When it opened in 1904, the original Queen Louise Home facility was located at 45 Strand Street in the town of Frederiksted on St. Croix . In 1967, the Home moved to its present location on five acres outside the town. Queen Louise is the only residential foster care home in the United States Virgin Islands.

Queen Louise Home provides temporary placement in a family setting for children ages birth to 12 who have been the victims of abuse and neglect. It is staffed by full-time child care workers and by AmeriCorps Volunteers who serve as Cottage Parents, living with the children as surrogate parents.

Services include:

  • In-house counseling for families and individuals
  • Parenting classes
  • Medical and developmental monitoring
  • Tutoring
  • Infant stimulation
  • Pre-school instruction
  • Follow-up and social services after discharge






Sister Emma Cottage

Sister Emma Cottage is a special program at Queen Louise Home that cares for children with severe physical and developmental disabilities. Opened in 1997, Sister Emma provides round the clock care by professional staff for these medically fragile children. Sister Emma residents are given on-site medical care, physical and occupational therapy, speech therapy, and appropriate education and stimulation o provide clients with treatment necessary to achieve the highest degree of functioning possible.
